It should be defined what the best transportation is although that may be subjective. Is it highest percentage of transit use? Is it lowest mean commute times. Then it is important how the data from the county level to the state are agreggated, e.g. are there outlier counties affecting the data? How all the data from the counties should be aggregated to represent the state effectively? With the report a small reasoning should be included. 2. How does income and poverty look across America? Picking out one interesting finding in order to contrast a few data is the key here, e.g. do counties with more construction experience have more or less poverty? Do counties near the coast experience have more or less income? Instead of causation, descriptive statistics and the reporting is essential. 3. You can also come up with your own question! As you work with the data, come up with a question you're curious about and can be answered from the data. Build a dashboard or story to answer your question and lead viewers to that answer.
